MANILA, Philippines – Three people were hurt after an improvised explosive device (IED) went off along Governor Gutierrez Avenue, Cotabato City Thursday night.

Authorities identified the victims as 15-year-old fruit vendor Bainot Pasandalan, 15; Pendewata Sandigan; and Joseph Tiongson.

The victims were immediately rushed to the hospital.

Initial reports said the IED was allegedly placed by an unidentified person in front of the gate of the Government Service Insurance System (GSIS) regional office.

In an exclusive interview with ABS-CBN News, Cotabato City administrator Atty. Cynthia Guiani Sayadi said she may have been the target of the attack.

Sayadi said she had just passed by the area minutes before the blast.

This is the third attempt on her life, said Sayadi. She said politics could be the motive behind the attack.

Her brother, Japal J. Guiani, Jr., is currently mayor of Cotabato.

The army's Explosive and Ordnance Disposal team recovered metal fragments of a mortar round near the site of the explosion.

Police have yet to identify the perpetrators behind the incident. --
