Colombian senator Miguel Uribe Turbay, in the running to join next year’s presidential race, is in a critical condition in hospital after being shot at an event in Bogota, allegedly by a teenager. The 39-year-old, from the center-right Centro Democrático – or Democratic Center – the biggest opposition party in the South American nation, had expressed his intention to run in next year’s election. He was shot twice on Saturday afternoon in the capital’s Fontibon district, according to the General Prosecutor’s Office. Police said the teenager was carrying a Glock pistol when he was arrested. The gun was purchased legally in the United States in August 2020, but it’s unclear how it entered Colombia, Police Director Carlos Fernando Triana said Monday. Video footage showed the senator giving a speech to a crowd before multiple loud bangs rang out. He was seen lying on the ground as people around him fled. Police and civilians later rushed him to an ambulance. Uribe’s party said he was shot f...

A New Frontline Emerges as Jihadists Eye West Africa Coast

Insurgents are expanding from West Africa’s Sahel region toward Atlantic coastal nations such as Ivory Coast, creating new terrorism hot spots and displacing millions. Muslim elders watched the crowds on the sandy main street, while Christian worshipers poured out of church after Sunday mass. Yet the bustle belied an insidious threat. About half of terrorism deaths worldwide in 2023 were recorded in the Sahel, the arid region in West Africa known for its seminomadic tribes and ancient trade routes. Emboldened by their success in the landlocked nations of Burkina Faso, Mali and Niger, insurgents affiliated with Al Qaeda...

Federal cyber insurance backstop should be tied to expiring terrorism insurance law, report recommends

Congress should use renewal of an expiring terrorism insurance program to create a federal backstop for cybersecurity insurance, according to a report out Tuesday that tries to thread many difficult needles to bolster an industry that its author says isn’t developing fast enough. In an ideal world,  cybersecurity insurance  can be a valuable tool to protect policyholders and push everyone into adopting better cyber practices, but it will need government intervention to reach its full potential amid an array of challenges, Nick Leiserson  writes in a study  for the Foundation for Defense of Democracies, a D.C.-based think tank.  “Despite its massive growth over the past 20 years, cyber insurance is not living up to policymakers’ expectations,” Leiserson writes. “There is a significant coverage gap. Most damage caused by malicious cyber actors is not insured. The market remains immature, with significant year-over-year fluctuations in premiums, contracts, a...
