Human Rights Advocates Council of Kyrgyzstan extremely concerns over “increasing number and geographic expansion of ethnic clashes in the country”

Human Rights Advocates Council of Kyrgyzstan extremely concerns over “increasing number and geographic expansion of ethnic clashes in the country”. This is voiced by civic activists today.

“In the end of 2011 and in the beginning of 2012, incidents of ethnic character happened in a dozen of settlements of Kyrgyzstan – in Alabuka village of Jalal-Abad province, in Anderek village of Batken province, in such villages of Chuy province as Maevka, Petrovka, Zhany-Zher. Some conflicts were followed by pogroms and arsons of real estates belonged to ethnic minorities. There is still no information about arrests of even one of arsonists or pogromists. There is no information about intention of authorities to reconstruct destroyed property of citizens,” human right advocates sound the alarm.

In their opinion “increasing character and geographic expansion of the violence is direct and obvious evidence of inadequacy of counter-moves made by authorities of Kyrgyzstan”.

“On the contrary impunity gives rise to dangerous sentiments for encroachments on alien resources and property under shelter of ethnic sentiments. This causes chain reaction of violence across the country. Delay may cause catastrophic consequences incomparable with Osh events of 2010. If the human blood sheds one more in Kyrgyzstan due to delay and inertia of authorities then this will ruin fragile legitimacy of the new power and will thrust the country forward chaos,” stressed in Human Rights Advocates Council.

The non-governmental organization urges the President Almazbek Atambayev and the Prime-Minister Omurbek Babanov “to take promptly adequate and efficient measures within constitutional obligations over keeping national security and public order”.

“Therewith one shouldn’t refer to intrigues of mythic “provoker” and third forces. The main provoker of violence is impunity which undermines nationhood,” civic activists note.

Human Rights Advocates Council urges authorities to hold immediately all pogromists and arsonists liable irrespective of their ethnicity.

“All destroyed property must be restored by the state which failed to ensure safety of its citizens and to ensure protection of property of its tax payers,” they sum up.

Recall, the leaders of security agencies deny information about ethnic conflicts underlying that they have everyday character. However, victims of these incidents insist that they are involved in the conflict precisely “on the national background by emphasizing own superiority of titular ethnic group”.
