Dagestan's political parties agreed on methods to combat extremismand terrorism

Makhachkala, November 17, 2011. On November 16 in Makhachkala, the Republican National Library named after Rasul Gamzatov hosted a roundtable discussion on "The role of political parties and civil society in combating extremism and terrorism." The event was attended by the Acting Head of Information Policy Department and the presidential press service Zubayru Zubayruev, the Minister for National Policy, Religious Affairs and External Relations RD Bekmurza Bekmurzaev, the Chairman of the Committee on Press and Mass Communications RD Umarosman Hajiyev, the deputy of the republican parliament and the heads of regional parties and public organizations.


Opening the meeting, Z. Zubayruev noted that the event was initiated by the Dagestani Head Magomedsalam Magomedov with a view that political parties and civil society institutions once again expressed their views on the fight against extremism and terrorism. According to Zubayruev, some republican media thrust their opinion on the reasons of the young peoples’ joining to the illegal armed formations upon the public. Political parties do not have to watch it from outside.


"How can you join the illegal armed formations and go to the forest to solve the problem of corruption, unemployment, lawlessness, and so on? I think it is impossible. So we need to explain to the young people about the incorrectness of such a position. In this role the political parties must be more active. However, we observe the complete inertness of political parties in the republic"- Zubayruev pointed out.


Then the floor was given to the Minister for National Policy, Religious Affairs and External Relations RD B. Bekmurzaev. "To date, 680 persons of whom 250 were killed suffered at the hands of terrorist extremists. There is a war, which has a large-scale ideological makeup. This process has a systematic and comprehensive character. And to confront it, we must find new methods and to identify the exact position of spiritual values. And that is why any attempts to identify the fight against terrorism with the concept that there are people fleeing into the woods and those who pursue them should be suppressed" - Bekmurzaev said.


The Minister also spoke about the actions of law enforcement bodies. In his opinion the conduction of the counter-terrorism operations in Dagestan does not always justify their goals.


The tone of the representative of the Communist Party, the Chairman of the Social Policy Committee of the Legislative Assembly RD Murzadin Avezov was more critical. Unlike most speakers, who talked about the fact that young people go into the woods for ideological reasons, not because of unemployment, he, on the contrary, pointed out that they join the illegal armed formations just because of lack of work, social injustice, etc.


The member of the "United Russia" political party Magomed Magomedov pointed to the need to strengthen dialogue among the political parties and the people. "Every minister or deputy should report to the people. They should be accessible. We, unfortunately, remember the voter only when the election campaign approaches"- Magomedov underlined.



All the roundtable participants called for the consolidation of actions in the fight against extremism and terrorism. Finally, they unanimously adopted am official statement.
