Calendar for regrouping Maoist fighters endorsed

Special Committee Secretariat to begin work from tomorrow • Deadline set for November 23
KATHMANDU: The Special Committee (for supervision, integration and rehabilitation of Maoist combatants) today approved

an 18-day calendar prepared by its Secretariat for concluding survey and regrouping of the Maoist ex-fighters by November 23.

Today’s SC meeting, held at its Secretariat office under the chairmanship of Prime Minister Baburam Bhattarai, also directed the Secretariat to promptly carry out all the assignments mentioned in the calendar. As per the calendar, surveyors selected by the Secretariat would leave for cantonments on November 10 and 13. Some 19,000 plus Maoist ex-fighters are awaiting decision on their future — to be integrated into the army or rehabilitated into society — in seven main cantonments and 21 satellite camps stretched across the country since 2007.

“The survey and regrouping work will start from November 16 at all cantonments sites,” said Madhav Prasad Ghimire, Chief Secretary and Spokesperson for the Special Committee.

Seven survey teams, each comprising 18 surveyors and 12 computer operators, will commence survey and regrouping of combatants at all seven cantonments simultaneously. The surveyors and technicians, who will be chosen on November 7, will ask the combatants whether they would like to be integrated into the Nepali Army or come back to society by accepting rehabilitation packages.

Chief Secretary Ghimire said the Secretariat has already prepared separate forms for those wishing to join the national army or accept the rehabilitation packages.

The surveyors will be given one week in order to conclude survey and regrouping of

all the 19,000 plus combatants. This seems to be an uphill

task. But Chandra Prakash Khanal, a Maoist member in the Secretariat, said the time for surveying and regrouping could be extended.

“The meeting has also directed the Secretariat to submit a detailed report about the completion of survey and regrouping by November 23,” said Finance Minister Barshaman Pun, who is also a member in SC representing the Unified CPN-Maoist.

The deadline has been set as per the deal reached among major political parties on

Tuesday in which they have agreed on completing survey and regrouping of the combatants by November 23.

Today’s SC meeting has also directed the Secretariat to come up with a tangible report apropos the rehabilitation package for the former combatants as per their rank in the Maoist army by Sunday.

The seven-point deal reached among the parties has it that Rs 5 lakh-Rs 8 lakh will be given to those wishing to take voluntary retirement and Rs 6-9 lakh to those wishing for rehabilitation. The money will be offered based on combatants’ ranks and their services.

18-day timetable

• Nov 6: Details of rehabilitation package will be submitted to the Special Committee

• Nov 7: Surveyors and support staff will be chosen

• Nov 8-11: Orientation and training for surveyors and support staff

• Nov 12-13: Surveyors and support staff will leave for cantonment sites

• Nov 15-16: Survey and

regrouping will commence

• Nov 23: Completion of survey and regrouping. A final report will be submitted to the SC
