Blast rocks Mumbai meet on security

MUMBAI: A high-level team of top police and bureaucrats, including DGP Ajit Parasnis, home secretary Pravin Dixit and anti-terrorism squad chief Rakesh Maria, was deliberating on measures to be taken to tackle terrorism when the commercial capital was rocked by serial blasts on Wednesday.

"Parasnis had convened a special meeting to discuss the recommendations of the Ram Pradhan committee on measures to be taken to tackle terrorism. We were in the process of drafting an action plan. Suddenly, a message was sent to the DGP informing him about the serial blasts. Immediately, the crucial meeting was abandoned," a senior IPS official told TOI on Wednesday.

The IPS officer said that in view of the ensuing monsoon session, commencing from July 25, home minister R R Patil had set up a high-level committee headed by Parasnis to draft an action to tackle terror. In fact, in view of this nomination, Parasnis, who had to retire on June 30, was granted a six-month extension.

"R R Patil was keen that during the session he should table a comprehensive action-taken report on the recommendations of the Pradhan committee," the IPS official said.

Accordingly, Parasnis convened a special meeting to study the Pradhan committee report and submit recommendations. The meeting was attended by more than a dozen officials of the rank of inspector-general and director-general and intelligence officials.

During the deliberations, Parasnis had asked the officials to submit their suggestions on tackling terror. In the wake of the 26/11 attacks, the state had set up a two-member committee comprising former Union home secretary Ram Pradhan and former Intelligence Bureau director Balchandran to study all aspects of the attack and recommend measures to be taken to tackle terror.

In his report, Pradhan had directly blamed then Mumbai police commissioner Hasan Gafoor for failure to provide leadership during the 26/11 attacks and the Mumbai police for complete failure in implementing the standard operating procedure during such terror strikes.

Furthermore, the Pradhan committee had made several recommendations on improving the performance of the police, procuring state-of-the-art weapons and equipment and deploying additional manpower. Barring the observations on Gafoor, the government had accepted all the recommendations of the Pradhan panel.
