Kalam calls for national campaign to eradicate terror

Just as they came together determinedly and got the Women’s Bill passed in Rajya Sabha, all political parties should unite to fight against the curse of terrorism, said former President A P J Abdul Kalam at a seminar on terrorism at the Tata Theatre, NCPA, on Wednesday. The seminar— Fight against Terrorism— was the third in the series organised by the Mumbai police.

Kalam stressed on a ten year mission for elimination of terrorism through an aggressive national campaign.

Senior police officials, defence personnel, school students and police trainees attended the event.

“We need a multi-pronged approach to counter terrorism which should ideally include the use of upgraded technology in weapons, a unified and empowered intelligence mechanism and task force. Intelligence gathering at the ground level is also important. The campaign would include the creation of a unified civil agency, enactment of a law to ensure stringent punishment to terror attack perpetrators in a time-bound manner,” said Kalam adding that national citizen ID cards should be issued.

Maharashtra Governor K Sankaranarayanan stressed upon a stringent political establishment at local level to combat terrorism in addition to ultra modern equipment and vigilance.

Former Nagaland Governor and retired Director of Intelligence Bureau, Shyamal Datta, said, “There is a need for an architecture of multilateralism and partnership at various levels namely intelligence and warning, prevention and detection, prices and consequence management and coordinated acquisition and application of knowledge and technology. We also need to design a coherent national security doctrine that is absent today and also need effective state and central instruments to implement it. Terrorism is political and its solution also has to be political,” said Datta.

Kalam exhorted the youth in the audience to repeat an oath about being alert to surroundings, strangers and unattended luggage and informing the police about it.

The panel of speakers included Director, National Maritime Foundation and Strategic Analysis, Commodore Uday Bhaskar; veteran journalist M J Akbar and Srijan Pal Singh, Kalam’s student from IIM-A who gave a presentation on Operation Savdhan, a training programme to involve members of the society in resisting terror.
