In NIA probe Davinder Singh link with Pakistan High Commission in terror case emerges

The NIA has found a link between suspended Jammu and Kashmir police officer Davinder Singh and some Pakistan High Commission officials whose role is being investigated in cases related to terror funding.

According to NIA sources, Pakistan High Commission officials were routing money to Hurriyat leaders in the Kashmir Valley through hawala. The NIA has found their connection with two of the cases it is investigating.

Sources in the establishment said one Pakistan High Commission official has allegedly been involved in two cases investigated by NIA. The role of an Assistant in Pakistan High Commission, identified as Shafaqat has now come under the scanner in connection with the case of Davinder Singh.

The NIA has, sources said, evidence to suggest that Shafaqat, an Assistant in Pakistan High Commission, is connected with the case of Davinder Singh.

The NIA will file its chargesheet in the DSP Davinder Singh case in Jammu court in first week of July. Davinder is currently in Kathua's Hiranagar jail.

Davinder Singh recently got bail in a terror case being probed by Delhi Police but stays in jail in connection with the NIA case.

The NIA probe has found links between Davinder Singh, some of the accused in terror cases identified as Irfan Shafi Mir, Hizbul Mujahideen commander Naveed Mushtaq and Rafi Ahmad.

The accused persons were in constant touch with Shafaqat. He was allegedly a conduit for hawala transactions and terror financing.

The NIA is investigating the J&K terror funding case (2017). During the investigation, it was revealed that accused Zahoor Ahmad Shah Watali (A-10) was one of the main channels through which the ISI officials and the Pakistan High Commission in New Delhi used to route funding to various Hurriyat leaders.

In the searches conducted by the NIA at the premises of Zahoor Watali, documents detailing transactions of the funding to various Hurriyat leaders were recovered. Papers document money having been received from Pakistan High Commission in New Delhi. The name of one Iqbal Cheema was also mentioned.

As per the document seized on 15.3.2016, HCP (High Commission of Pakistan) in New Delhi gave Rs 30 lakh to Zahoor Ahmad Shah Watali and on 20.10.2016, HCP (High Commission of Pakistan) in New Delhi gave Rs 40 lakh to Zahoor Ahmad Shah Watali through Iqbal Cheema.

Mudassar Iqbal Cheema was posted in Pakistan High Commission in New Delhi from 23.9.2015 to 2.11.2016 as First Secretary (Press). On 2.11.2016 Mudassar Iqbal Cheema along with 5 other officials of Pakistan High Commission in India were withdrawn by the Pakistani Government on their own. During his stay, Mudassar Iqbal Cheema used to act as one of the main conduits who transferred funds to various Hurriyat leaders through accused Zahoor Ahmad Shah Watali.

Earlier in June, two undercover agents of Pakistan’s Inter-Services Intelligence (|SI) had to leave India after their cover was blown by a joint operation by police and counter-espionage agencies in New Delhi.

Abid Hussain and Muhammad Tahir were living in New Delhi under the guise of consular officials of the High Commission of Pakistan in New Delhi.
